Consumer Advisory Committee

1. Purpose

  • 1.1 The purpose of the Consumer Advisory Committee (CAC) of the Independent Regulatory Committee (IRC) is to provide advice and feedback to the IRC on its directions, policies, and services as they affect consumers.

2. Objectives

  • 2.1 to serve as a formal mechanism to exchange ideas and concerns related to electricity services as identified by CAC members and consumers in their communities.
  • 2.2 to serve as a communications vehicle to Dominica through the various communities on the work and plans of the IRC and its impact on the country and consumers.
  • 2.3 to assist in the education of consumers on electricity matters.

3. Membership

  • 3.1 CAC shall consist of ten representatives, one from each of Dominica’s ten parishes.
  • 3.2 Membership should preferably include people with some knowledge in the following areas:
    • community development/animation
    • electricity
    • the Law
    • the Environment
  • 3.4 In the event that the CAC determines its membership or terms of reference not to be appropriate, it shall have the power to recommend to the IRC amendments to these Terms of Reference.
  • 3.5 Membership is through public and/or personal nomination and selection by the IRC.
  • 3.6 CAC shall elect by secret ballot every two years in December the Chair from its membership. The IRC shall appoint the Vice-Chair of CAC in the week immediately following the election of the Chair.
  • 3.7 CAC may establish task forces, as agreed to or requested by the IRC, to investigate and address specific issues and to report thereon to the Committee.

4. Reporting

  • 4.1 CAC reports every six months to the IRC.

5. Quorum

  • 5.1 a majority (50% plus 1) of all members shall constitute a quorum for the meetings of CAC.

6. Process

  • 6.1 CAC shall meet on the second Tuesday of February, April, June, August, October and December.
