Vacancy Notice for: Regulations Manager

The Regulations Manager will report to the Executive Director of the Commission and work under the direction of the Executive Director and the Board. The Regulations Manager will be responsible for directing economic analysis and research in the area of public utility operation. His/her work will involve Planning and organizing the design and execution of economic research projects pertaining to the operation of electric companies operating within Dominica; reviewing tariff advice filings, docket cases, and other utility finance projects; presenting expert testimony in regulatory proceedings; performing theoretical and econometric analysis of utility sales and revenues; estimating income and price elasticity; and the development of short and long-run forecasts; advising representatives of regulated utilities of the Commission’s financial policies and filing requirements; establishing procedures for the preparation and submission of financial reports; Interpreting the relevant statutes, Commission policies, regulations and orders; performing research on a variety of regulatory issues and provide recommendations for supervisory review. He/she will supervise, schedule and coordinate the work of the IRC’s Regulations Division.

Competences and Experience:

  • Familiarity with designing, conducting, managing, and implementing tariff reviews for agencies responsible for providing electricity services in developing countries;
  • Knowledge of electricity utility financial analysis, including cross-subsidization, customers’ willingness and ability to pay, operation and maintenance, capital expenditure and level and quality of services;
  • Knowledge of developments in the fields of utility regulation and of current economic and technical factors affecting utilities.
  • Familiarity with the functioning and administration of an agency for regulating electricity service providers.
  • Familiarity with issues supporting institutional reform in electricity;
  • Familiarity with regulatory reform in the electricity sector;
  • A record of working collaboratively and successfully with officials, private sector utility providers and the public;
  • Strong writing and communication skills.
  • Fluency in English

MINIMUM QUALIFICATIONS – Applicants should possess:

  • Masters degree in Economics, Business Administration, Regulatory Policy or related field with a first degree in Economics, Finance, Management or the Social Sciences.
  • Five (5) years management experience in a regulatory agency or public utility.
  • Training in Regulatory Policy and Strategy, Regulatory Impact Assessment or related field, would be considered an asset.
