A new phase in Dominica’s electricity pricing discussion has officially opened, placing the public at the centre of decisions that will shape how energy is priced in the years ahead.
The Independent Regulatory Commission of Dominica has begun stakeholder consultations on a revised tariff structure for DOMLEC, marking the Rate Review’s most participatory stage. This follows a period of technical assessments and a conditional approval that allows the process to continue while maintaining stability in the sector.
“This marks a significant milestone in advancing a modernised, transparent and sustainable electricity pricing framework,” said Executive Director Justinn Kase.
At this stage, the emphasis shifts from internal evaluation to public scrutiny. Households, business owners, and institutional stakeholders are now being asked to examine the proposed changes, raise concerns, and contribute perspectives that could influence the outcome.
The proposals under review are not limited to pricing adjustments alone. They reflect broader priorities such as improving service reliability, maintaining affordability, and aligning the electricity system with Dominica’s long-term energy direction, including greater use of renewable sources.
Importantly, the consultation follows a structured approach. The Commission had earlier granted conditional approval of the revised rates, a move intended to preserve operational continuity while still allowing for meaningful public input.
“The consultation phase now provides consumers, businesses and other stakeholders the opportunity to review, question and provide feedback,” Kase noted.
This period is expected to draw attention from across the country, particularly as discussions around electricity costs continue to affect both households and the private sector. The IRC has encouraged full participation, indicating that feedback received during this stage will help shape the final tariff decision.
What happens next will depend not only on the technical findings already completed, but also on how effectively the public engages with the process now underway.
