The Independent Regulatory Commission has ended the first phase of its public consultation on the Quality of Service Standards for electricity supply. The consultations took place in Roseau, Grand Bay and Portsmouth on May 12, 27 and 28, 2009 respectively. IRC Executive Director, Lance McCaskey was pleased with the outcome so far. The Independent Regulatory Commission, Dominica’s regulator for the electricity sector, continues its public consultation process this week with a forum in Grand Bay. The Consultation is the second of three planned discussions on a draft set of Quality of Service Standards for electricity supply, following the May 12, 2009 event in Roseau. The introduction of a Quality Standards regime will help to ensure that the principles of competition are maintained, even in our current situation where DOMLEC has been granted an exclusive licence to generate, transmit and distribute electricity in Dominica. The Independent Regulatory Commission has recently contracted the services of Mr. J. Paul Morgan to serve it for a year as a Regulatory Consultant. His contract began on October 15, 2008 and runs through to November 14, 2009. Mr. Morgan is Jamaican and is an electrical engineer and a seasoned regulator. As an engineer he served in many senior positions with the electric utility of Jamaica (Jamaica Public Service) and the National Water Company of Jamaica from 1978 to 1994.
