IRC Finalizes Tariff Review and Awaits Ministerial Guidance

With months of technical analysis, stakeholder engagement, and public consultations now complete, the Independent Regulatory Commission (IRC) has reached an important milestone in Dominica’s electricity tariff review process.

According to Executive Director Justinn Kase, the Commission has concluded its review of DOMLEC’s revised tariff application and has formally completed the work required of it under the Electricity Supply Act. The matter now awaits direction from the Minister responsible for Public Works, Utilities and the Digital Economy before the next stage of the process can proceed.

For the IRC, this marks the end of one of its most extensive regulatory exercises in recent years. Over several months, the Commission examined DOMLEC’s cost of service, assessed technical and financial information, sought independent advice where necessary, and carried out consultations with consumers and stakeholders across Dominica.

The public consultation process formed an important part of that work. It provided residents, businesses, and other interested parties with an opportunity to better understand the proposed tariff structure while offering comments, raising concerns, and contributing recommendations. Those submissions were reviewed alongside the technical assessment undertaken by the Commission before the Statement of Results and Decision was prepared.

Kase explained that the Commission has now fulfilled this stage of its statutory responsibility. “We have completed the milestone of the review of the tariff for DOMLEC. This exercise has been concluded, and we are now awaiting direction from the Minister of Public Works, Utilities and the Digital Economy for his decision,” he said.

According to the Executive Director, the Minister’s decision may include the appointment of a Board of Commissioners or further direction regarding implementation of the revised tariff.

While the review itself has concluded, the IRC says its broader responsibility to protect the public interest continues. The Commission remains committed to transparency throughout the regulatory process and will continue providing updates as additional decisions are made.

The completion of this milestone also allows the Commission to redirect greater attention to other priority initiatives that support the modernization of Dominica’s electricity sector and the country’s long-term transition toward renewable energy.
