Electricity production dynamics have evolved beyond petroleum; in 2012 the Geothermal Unit announced the completion of two test wells and so heralded the possibility of geothermal energy (7). We can reasonably surmise that the IRC represents exactly the kind of confidence building legal framework which appeals to such investments. Hence the IRC may, through the execution of its mandate, attract foreign and local investment in the energy sector.

In 2006, hydroelectricity produced by the Padu, Trafalgar and Laudat plants supplied some 32.5% of the 85.4 Gigawatt hours (GWh) demanded by the Dominican populace (8). However, there is no indication that Dominica has yet extracted the full potential of its hydroelectric capacity. Concurrently, solar and wind energy are receiving ever increasing attention, both globally and locally. The September 2009 National Geographic captures the zeitgeist perfectly with the quote, “The Sun is a Utopian fuel: limitless, ubiquitous and clean” (9).

A regulatory body outside of the energy sector seems almost mandatory to monitor this growth and ensure that the interest of the Dominican public is served. An IRC could serve a vital role in protecting our world renowned reputation as the Nature Isle, by managing environmental issues associated with energy generation.

Inspection of new power generation plants and transmission lines will be required to ensure the health and safety of not only consumers, but also employees within the energy sector. With the increased possibility of self-generation, the IRC would ensure proper awareness of and adherence to, safety protocols and the Electricity Supply Act.

    Thank you for another great essay, Clint. After all, good thgins come to those who wait, right? This will give me a launching base. So glad you pointed out that subplots are not necessary. I have read myriad books with subplots that left me wondering, Why?! Thanks again! Don’t worry, it was a good workshop.
