Rate Review Moves Into Analysis as IRC Prepares Responses to Public Input

The public meetings may have wrapped up, but the most detailed phase of Dominica’s electricity Rate Review is now underway. Behind the scenes, the Independent Regulatory Commission Dominica has begun reviewing feedback gathered during weeks of consultations across the island.

April’s outreach sessions brought forward a wide range of perspectives, from household concerns to business-level questions about pricing, reliability, and future energy planning. Now, those conversations are being translated into structured analysis.

Executive Director Justinn Kase confirmed that May will be dedicated to this effort. “The IRC will be engaged in analyzing each of the comments and questions… with a view to responding to all comments and questions received,” he said.

This stage shifts the process from public engagement to careful evaluation. Every submission, whether raised in meetings or through written responses, is being examined to determine how it fits within the broader framework of the proposed tariff changes.

Importantly, the timeline now becomes more defined. “Responses will close… on May 8th,” Kase noted, marking the end of the first round of public input. From there, the Commission will issue its first formal responses on May 18, alongside a second version of the consultation document.

That second release will open another, shorter window for feedback. “Responses will close for the second set… on May 29th,” Kase added.

What happens in between will shape the outcome. The IRC, working alongside DOMLEC, will review how the feedback aligns with technical findings and determine whether adjustments to the tariff structure are necessary.

Kase also emphasized that engagement does not end with the consultations. “The IRC will engage in constant outreach to the public to ensure that the public is informed on every step of the way,” he said.

This phase may be less visible than public meetings, but it carries equal weight. It is where ideas are tested, concerns are addressed, and decisions begin to take form.
