IRC Issues Licenses to DOMLEC
The Independent Regulatory Commission created history on October 7, 2013 when two new licences were presented to DOMLEC. It has been decades since DOMLEC was first issued licences to operate in Dominica. DOMLEC was issued a Generation Licence. This license gives DOMLEC the non exclusive right and privilege within Dominica to generate electricity. The second license is a Transmission, Distribution and Supply License which gives DOMLEC the exclusive right and privilege to transmit distribute and supply electricity in Dominica. The world has been experiencing a steady rise in fuel prices on the international market in recent times, and this movement saw the price increase from $11.74 per gallon in January 2012 to $12.59 in April 2012. Since Dominica is highly dependent on fuel for its electricity generation (approximately 65% of the electricity generated comes from fossil fuel sources), the increases in fuel prices have directly affected our local electricity rates. Petro Caribe Increases its Price Per Gallon of fuel to DOMLEC
The IRC is aware that Petro Caribe has increased its price per gallon of fuel supplied to DOMLEC in the new contract agreed with DOMLEC for the supply of fuel for the next year beginning March 1, 2011. We have been alerted of this fact by both DOMLEC and the Ministry of Public Works, Energy and Ports. While it is likely that there would be some increase in the fuel surcharge, the IRC with the cooperation of DOMLEC is working to minimize the impact of the increase on consumers’ bills. IRC Quality of Service Standards in Force
DOMLEC has been instructed by the Independent Regulatory Commission (IRC) to adopt and implement the Guaranteed and Overall Quality of Service Standards published in the Commission’s Decision paper on October 10, 2009. An Administrative Order (Document reference: 2009/002/O) was issued to DOMLEC in December 2009 in line with the powers given to the Commission by Section 41 of the 2006 Electricity Supply Act. The Decision was made following months of stakeholder consultation on the proposed regime and various amendments to the original proposal. IRC To Conduct Technical Audit of Domlec
Following a spate of nationwide blackouts in September 2009, the Independent Regulatory Commission (IRC) publicly pledged to investigate the events with a view towards identifying the root causes and proposing solutions. The Commission has since issued an Administrative Order to the electricity company that it must supply the necessary data and assistance to the IRC in order for the audit to be performed. The audit began on February 1, 2010. The technical audit will look at the entire scope of DOMLEC’s generating sets, transmission and distribution system and assets.
