Mr. J. Paul MorganHis advisory services will be organized generally into three phases:

  • Phase 1 – Programme initiation. This phase will take approximately one month At the end of this period the Advisor will issue to the IRC a Programme Initiation Report (PIR) which will identify the critical issues and priorities facing the Commission and offer recommendations as to the way forward. It is expected that on completion of Phase 1 – Recommendations will have been made and decisions taken regarding the Organization Structure of the IRC, the Leadership arrangements within the IRC, a training needs assessment and the mechanisms for funding the IRC on a sustainable basis. Additionally, the basic outline of principles for the regulatory framework will have been prepared and used as the basis for discussion by the Commission.
  • Phase 2 – This phase will extend over approximately seven months and will see the development of the institutional and Regulatory Framework of the IRC. It will be divided into two sections as follows:
    • (A) Institutional design and implementation, and
    • (B) Regulatory frame work design and implementation
  • Phase 3 – This phase will extend over the last four months and will be devoted to Capacity Building within the organization and providing ongoing support. The Regulatory Advisor will, to the extent feasible and reasonable, become involved in the day to day workings of the IRC and will assist by providing advice generally to the Chairman and the Executive Director in order to ensure that the business of the Commission is discharged.
